    Chattanooga, - The area experienced its strongest demand in over three years which helped push occupancy rates higher.

    Strong demand over the last six months produced modest gains in occupancies, however rental rates continue to decline.

    Declining rents helped entice potential renters and spurred demand for apartments, however, vacancy rates remain very high at 15%.
